Emily Rushing Kelly is a senior associate attorney with Cunningham, Vogel & Rost, P.C. She represents the firm's municipal clients in governmental litigation, land use, eminent domain, employment, and other general municipal issues. In addition to regularly advising municipalities on various municipal issues, Emily has represented public entities in a number of jury trials, arbitrations, and appeals before the Missouri Court of Appeals.
Emily serves as the Village Attorney for the Town of Grantwood Village, and has served as the City Attorney for St. Paul, Missouri and as Assistant City Attorney for Ste. Genevieve, Missouri.
Prior to joining the firm, Emily served as an Assistant Attorney General in the Missouri Attorney General's office where she was responsible for managing a substantial caseload in the Labor Division. Emily often appeared before Administrative Law Judges, prepared appellate briefs, and presented oral arguments before the Missouri Court of Appeals and the Labor and Industrial Relations Commission.
Emily received her J.D. degree from Saint Louis University and her B.A. degree, magna cum laude, from Drury University in Springfield, Missouri. While in law school, Emily was the Notes & Comments Editor of the Saint Louis University Law Journal and was the recipient of an Academic Excellence Award in Public Employment Law.
