Emily Rushing Kelly is a senior associate at Cunningham, Vogel & Rost, P.C.  She represents the firm's municipal clients in litigation, land use, employment, and other general municipal issues.

Prior to joining the firm, Ms. Kelly served as an Assistant Attorney General in the Missouri Attorney General's office, where she was responsible for managing a substantial caseload in the Labor Division.  Emily often appeared before Administrative Law Judges, prepared appellate briefs, and presented oral arguments before the Missouri Court of Appeals and the Labor and Industrial Relations Commission.

Emily serves as the Village Attorney for the Town of Grantwood Village, and has served as the City Attorney for the City of St. Paul, Missouri, and as the Assistant City Attorney for Ste. Genevieve, Missouri.

Emily received her J.D. degree from Saint Louis University and her B.A. degree, magna cum laude, from Drury College in Springfield, Missouri.  While in law school, Emily was the Notes & Comments Editor of the Saint Louis University Law Journal and was the recipient of an Academic Excellence Award in Public Employment Law.
