About CVR - Our Mission

The mission of our firm is to provide creative solutions to complex legal issues that face public officials and local governments. Like the public officials and local governments we represent, we take great pride in working for our communities and have therefore designed our law firm to provide a legal resource that is committed to the interests of the public.

The firm's founding shareholders -- Thomas Cunningham, Daniel Vogel and Paul Rost -- have represented municipalities, counties, regional governments and governmental associations throughout the Midwest and have served as City attorney or special counsel assisting local governments in Missouri, Kansas and Illinois.  Established in 2002, Cunningham, Vogel & Rost, P.C. is believed to be the first law firm in the state formed specifically to provide legal representation and consulting to municipalities and other public interest organizations.

Lawyers in the firm have served as special counsel to public-sector organizations such as the Missouri Municipal League, St. Louis County Municipal League, Regional Arts Commission, National Association of Telecommunications Officers and Advisors, Mid-America Regional Council, and numerous other regional, civic and public entities -- including representation of or consultation with over 100 municipalities or counties in Missouri, Kansas and Illinois. Cunningham, Vogel & Rost, P.C. was established to fill a need for professional legal resources from a single firm that was formed to represent only the interests of local governments, while providing the legal experience and resources of much larger law firms that frequently represent clients with interests that conflict with the public sector. The firm also provides training and resources for elected and appointed officials, as well as municipal employees, through seminars, educational materials and individual training programs.

The firm provides a complete legal resource to local governments and other public interest clients, including representation and consulting related to:

• zoning, land use and code drafting
• municipal bonds and taxation
• redevelopment and project financing
• telecommunications, cable and right-of-way
• public official training and seminars
• local government litigation
• general municipal representation

• public employment

The firm's offices are at Suite One, 75 W. Lockwood in St. Louis, Missouri (314.446.0800).
